Survivors of abuse in care say it will be hard for some to trust the system which harmed them, to implement change. The co-chair of the survivor experiences board, Frances Tagaloa says the changes are long overdue, but it's going to require trust in a system which survivors already inherently mistrust. Tagaloa spoke to Ingrid Hipkiss.
